Monroe County Conservation District
finds Alpine Rose Plan inadequate
In a letter dated July 28th, 2004, the Monroe County Conservation District states: "We have reviewed the above mentioned (Alpine Rose Resorts) Erosion and Sedimentation Pollution Control Plan and find it inadequate."

The letter, directed to Alpine Rose Resorts, Inc., the Eldred Township Supervisors and Planning Commissioners, Monroe County Planning Commission and DEP Northeast Regional Office, lists 32 deficiencies related to the revised site plan submitted by Alpine Rose Resorts, Inc.

Excerpts from MCCD letter of July 28th:

21. Clearly include only 1 design in the calculations for Sedimentation Basin #5. Two are provided. Include a riser detail and dewatering data.

22. Standard Worksheet #12 and Standard Worksheet #14 for Basin #6 are conflicting in terms of disturbed acreage and resulting volume requirements.

24. All 4:1 flow length calculations in the narrative except Basin #7 are inaccurate. They don't use the revised settling volume elevations.

28. The cleanout elevation for Pond #3 is inaccurate on Page 41 of 85.

29. The sedimentation basin weir crest elevation for Ponds 1,5,6 and 7 are inaccurate. (See detail #8 on Page 41 of 85 and the "detail Emergency Spillway.") Include the proposed liner for the weirs.

30. Provide design calculations for Swales 22, 23, 24, 25 and 26.

The same theme runs throughout the letter. Information necessary for plan approval is either missing or inaccurate.

BMPA Attends Pocono Chamber of Commerce Expo
Thanks to the generosity of Elizabeth Greico, members of the Blue Mountain Preservation Association were able to spend two days, on March 19th & 20th, talking to politicians and citizens at the Pocono Chamber of Commerce Expo held at East Stroudsburg University. Armed with our brochures, photo displays, petitions and raffle tickets we were able to talk to hundreds of people about our organization and its current battle against the Alpine Rose Resorts proposed development.

Apparently all of the television reports, newspaper articles and letters-to-the-editor have done a fantastic job of informing the general public about the racetrack because most of the people we talked to were already familiar with the issue of Alpine Rose. We were very pleased with the amount of support we received from the public. Time and again people told us how inappropriate the location for the motorsports country club is and how disappointed they are that Eldred Township has not taken steps to protect both its residents and the region from harmful development. One pro-racing fan immediately signed the petition after hearing that Alpine Rose would be a private resort. "No way," he said. "We don't need that." By the end of the Expo we had many petition pages full of signatures from people opposed to having a high-impact development on Blue Mountain.

The Expo was also a great opportunity for us to talk to the area's politicians and those people who are running for offices in Monroe County. Again we found that the politicians are well-informed about the issue and are opposed to the racetrack project. They are strongly against any public money being spent on a private country club. The Expo also provided us with the opportunity to educate many school children about the wildlife on Blue Mountain and its importance for migrating birds.

For Blue Mountain Preservation Association, the Expo was a great success. Thank you to the members who were able to donate their time to this project, and special thanks to Elizabeth Greico for renting the booth and giving BMPA the opportunity to speak to so many people.
 

Public Hearing for NPDES Permit No. PAS10S119
The Department will hold a public hearing to accept comment on individual NPDES Permit Application No. PAS10S119 for the discharge of stormwater from construction activities at the proposed Alpine Rose Resorts.
